In order to determine who is has been added to the circles, Google is going to launch verification badges to Google+ users. They have started it initially with those who qualify as celebrities or public figures. It also targets those who have simply been added to a lot of circles. According to Google it has just been started and there is more to come in future.

According to a Google official, Google is focusing on verifying public figures and celebrities; it also includes those who have been added to a large number of Circles; but sooner this whole thing would be on a wider level and would extend to almost everyone hooked to Google.
In an attempt to weed out spam and fake profiles, Google official stressed that with many prominent personalities and celebrities joining Google+, it has become a big concern for Google to ensure that everybody being added to circles is a genuine person and not a fake profile. As stars and celebs have a lot of followers, so it is good that the verification is started from the celebs.
